Drax, Brookfield, Radiant and Qai Unveil £20bn AI Data Centre Plan at Yorkshire Power Station
British power generator Drax, Canadian asset manager Brookfield, AI infrastructure platform Radiant and Qatar's Qai announced a strategic partnership on Tuesday, November 3 to develop what could become one of the UK's largest AI data centre campuses at Drax Power Station in North Yorkshire. The partners cite a potential investment exceeding £20 billion ($26.8 billion), though that figure includes semiconductors and the first phase is budgeted at £2.5 billion. Brookfield is backing the project through its AI infrastructure joint venture with Qai.
Headline figure vs. committed capital
Brookfield estimates that total investment in the development could potentially exceed £20 billion, including an initial £2.5 billion for the first phase [2][6]. The superpowerdaily report notes that CNBC's $26.8 billion estimate includes semiconductors and is not a pure construction budget [1]. The first phase targets up to 100 megawatts for commercial operation in Q1 2028 [2][6].
Drax shares rose 8.2% in early London trading following the announcement [2]; MarketScreener/Reuters reported a 9% rise [4].
Phased plan, contingent delivery
The development is structured in three stages:
- Phase 1: Up to 100 MW, operational from Q1 2028, £2.5 billion
- Phase 2: Additional 500 MW between 2028 and 2031, investment not disclosed
- Phase 3: Further capacity post-2031, bringing total beyond 1 GW [6]
Progression of the first phase is "subject to the timely progression of the necessary planning, as well as receiving the required regulatory and network approvals from Government and the system operator, in addition to securing a suitable tenant for the project" [6]. Community consultation is due to begin shortly, with formal planning targeted in the coming months [1][5].
No tenant has been announced.
Infrastructure advantage: power and cooling on site
Drax says the 1,000-acre estate provides 4 GW of grid access, 2.6 GW of active dispatchable generation, existing cooling systems and proximity to the UK fibre network [1][6]. Chief executive Will Gardiner said: "Drax Power Station is one of the few UK sites that can provide large-scale reliable power directly to data centre customers by utilising existing and underutilised generation capacity" [6].
Radiant—Brookfield's UK-headquartered AI infrastructure platform—will design, build and operate the compute capacity [6].
Analyst split: credibility vs. contract status
JPMorgan said the deal could increase the value investors assign to Drax's data-centre ambitions and raise expectations that the power station continues operating after its subsidy regime ends in March 2031, calling Brookfield's involvement a positive given its credibility [2][4].
Citi took a more cautious line: "the headlines sound impressive at first sight, very little financials have been provided currently with none of the projects reaching FID at this stage." The broker added the announcement "reads more like a MOU rather than a firm contract given the lack of financials" [2][3].
Government alignment and community commitments
The partners say their initial assessment finds the project aligned with the UK government's new Data Centre Covenant, which offers a pathway to faster power access and planning for strategically important data centres [1][6]. Chief Secretary to the Treasury Emma Reynolds and Minister for Science, Innovation & Investment Chris McDonald both issued supportive statements [6].
A voluntary community benefits fund is planned, developed in consultation with local communities and separate from planning obligations [1][6].
What remains unknown
- Whether a tenant will be secured in time for the Q1 2028 target
- Whether planning, regulatory and network approvals will proceed on schedule
- Final investment decisions for any phase
- Detailed financial terms of the Brookfield-Qai joint venture commitment
- The split of capital between construction, equipment and semiconductors beyond phase one
The announcement marks a significant statement of intent for UK sovereign AI infrastructure, but the £20 billion figure describes a potential full build-out over a decade, not a committed spend. The critical test is whether approvals and a customer arrive in time for the early-2028 opening target.
